ReelzChannel Picks Up Steven Seagal Drama Series
ReelzChannel, which entered original programming earlier this year with the high-profile acquisition of the miniseries The Kennedys, has acquired its first original scripted series — drama True Justice starring action movie star-turned-TV reality star Steven Seagal. The series, slated for a March 2012 launch, stars Seagal as Elijah Kane who leads a hardcore undercover team of Seattle based cops who take on gangs, drug lords and crime syndicates as they fight to clean up the streets. Seagal, Nicolas Chartier and Phillip B. Goldfine are executive producing, with Keoni Waxman serving as co-executive producer and director. When Gov. Rick Snyder of Michigan slashed the budget last spring for his state's generous film and television production tax incentive program, he drew heavy fire. Michigan's program had been praised by both Hollywood and Detroit as a boon, helping to create a relatively small growth sector in the state at a time when most industries had been doing the opposite of growing. A study by Ernst & Youngand commissioned by several Michigan tourism agenciesfound that in 2010, the state spent $117.2 million on tax incentives and generated $503 million in economic activity as a result.But Snyder, a Republican who had vowed to crack down on tax relief for big business, cut the program's budget to $25 milliona fraction of its typical annual expenditure since it went into effect in 2008, and well below what many felt would be necessary to hold Hollywood's interest. The result, according to those who backed a robust incentive program, has been disastrous."We very suddenly found that we were not getting any new large-budget films," said Marcia Fishman, executive director of the Detroit branch of the Screen Actors Guild. "It turned into what we would call more work under lower-budgeted film." Shortly after Snyder announced plans to cut the tax credits, Marvel's big-budget production "The Avengers" scrapped plans to shoot in Michigan. "We probably would have had that had the incentive not changed," Fishman said.She added that since the tax credits began, she has seen actors who had departed for Los Angeles return home, where they found work plentiful and in some cases even bought homes. Since the program was scaled back, she has seen evidence of the reverse occurring.But the issue has hardly been put to rest. A push is currently under way in the state Legislature to replace the tax incentive program with a grant-based model, one that the state's Republican Senate majority leader has said should receive as much as $100 million in annual funding."Having built a state-of-the-art studio with seven sound stages, [infrastructure] is not going to be the issue," said Howard Hertz, a Michigan-based entertainment lawyer, referring to Detroit's recently opened Raleigh Studios facility. "The issue is, are there going to be state funds to help support the industry and get it rolling again?"National Debate Michigan is not the only state where tax incentive programs, which became popular in the last decade and led to the development of emerging production markets in states like Louisiana and Georgia, have become the subject of intense debate. Gov. Chris Christie of New Jersey famously axed a tax credit for the MTV reality program "Jersey Shore" in September. In May, the ABC drama "Body of Proof" decamped from Rhode Island to California after the Ocean State's governor threatened to eliminate his state's incentive program. "Body of Proof" secured a tax refund in California, where the future of that state's incentives were in doubt until October, when Gov. Jerry Brown extended the $100 million-a-year program through 2015over the protestations of advocates who pointed out that the state is in the process of cutting funding to schools and other social institutions.While industry organizations such as the Motion Picture Association of America and unions such as SAG and the American Federation of Television and Radio Artists have lobbied hard for incentives across the country, critics of the programs are not hard to find."They don't work," Joseph Henchman of the conservative Tax Foundation told Back Stage in June. "They don't create jobsat least permanent jobs. They're not effective at creating lasting economic development. And states have better priorities, whether they be using the money for other spending priorities or leaving it with taxpayers." Recent studies by the Tax Foundationwhich in June released figures showing that the number of states investing in incentives declined this year for the first time everand the progressive Center on Budget and Policy Priorities appear to reinforce that sentiment.'Glamour Industry' NY state offers one of the nation's most well-funded programs, giving $420 million in tax credits on below-the-line expenditures to qualifying scripted film and television projects each year. Holter Graham, president of AFTRA's NY local, bristled when he spotted a recent NY Times column calling the state's commitment to incentives a "particular lunacy" and the sector that benefits from them a "glamour industry.""We're the 99 percent, if you want to frame it with what's on everybody's lips these days," Graham said. "These credits very specifically go to the middle class that is the entertainment industry. They go to me and they go to set designers and catering people and mechanics. What we're doing is creating an environment where businesses will come into NY and spend a lot of money and hire lots of NYers."Graham linked, in part, the uptick in television shows being produced in NY to the state's tax incentive program. (New York City was home to a record number of pilot shoots this year.) He emphasized the quasi-permanent nature of TV production, where a long-running show such as "Law & Order" can become a fixture in a community, versus film, where a production brings in cash on a more short-term basis. He also dismissed the often conflicting studies touted by incentive supporters and detractors, noting, "This is America, and if you have enough money you can get an expert to say anything and, to some extent, prove it." He pointed instead to the increased amount of work he has been seeing in New York for AFTRA members.But it's not just AFTRA members working in TV who have seen an increase in job opportunities in NY in recent years. According to a 2010 report by the state comptroller, the number of jobs and the level of wages in film and TV production in the state rose each year between 2004 and 2008. It was during that period that NY's tax incentive program first went into effect, though at a smaller funding level than it enjoys now.Most backers emphasize that tax credits don't just benefit actors. At a time when state governments everywhere are looking to raise revenue but are skittish about hiking taxes, cutting incentive programsparticularly programs for an industry that can be easily linked to images of movie-star chic and excesscan look attractive. Looking at the Hulu deal, which covers current-season episodes of such shows as Gossip Girl, from the CBS Corp. angle, Wells Fargo analyst Marci Ryvicker also argued that the "investment in the CW is looking better and better." While the agreement is "not financially material," she said: "More importantly, though, this is another way that CW can approach breakeven and ultimately reach profitability, which is clearly good for CBS as it owns 50 percent of the network." Ryvicker cautioned investors though not to expect a CBS content deal with Hulu. "We do not think that this [CW-Hulu deal] changes CBS' stance regarding the availability of CBS content on Hulu," she said. Morris also contemplated what the latest digital deal could mean for the content companies involved. "Time Warner has made less of its original content available to digital platforms, but the company's tone toward potentially establishing agreements has softened in recent months," he said. David Duchovny Joins Phantom

TV's youth focus creates whirl for girls
Emily VanCamp in Revenge Rachel Bilson in Hart of Dixie For years, executives have lamented a shortage of qualified young leading men for television. It's one of the reason many talented imports from the U.K. and Australia have found homes in American series, albeit carefully hiding their native tongues.This season, it appears that deficiency has spread to network-approved women, amid what the Wall Street Journal characterized -- somewhat hyperbolically -- as an explosion of "She TV."It's purely subjective, of course, but one recurring flaw in this fall's new programs involves female stars who don't quite measure up -- in some cases through no fault of their own, having simply been miscast. Part of that stems from pressure to go with younger performers, which has rendered some of these concepts silly almost on their (admittedly flawless and wrinkle-free) faces.Perhaps the CW audience can buy Rachel Bilson as a brilliant thoracic surgeon in "Hart of Dixie," but for those who have seen real doctors in their actual habitat, it's a stretch. Ditto for fresh-faced Emily VanCamp as the seductress/schemer plotting against seasoned hedge-fund managers and the Hamptons elite in "Revenge." Frankly, watching 100-pound actresses pummel oversized men (hello, "Nikita") seems more plausible, or at least more entertaining.Similarly, ABC's comedy "Suburgatory" starts with a fertile premise -- a big-city family moving to Stepford-esque suburbs -- but instead of the likable dad, features his eye-rolling teenage daughter as the narrator/guide to their environs. While that doubtless makes sense for ABC Family, the Disney Channel or MTV (which have no shortage of offerings built around teen girls), that access point feels slightly misplaced between "The Middle" and "Modern Family."Casting directors no doubt found themselves tested by a related mini-trend this season -- namely, programs built around young female ensembles. Assembling actresses for "Pan Am," "The Playboy Club" and "Charlie's Angels" clearly put a run on performers capable of filling those shoes -- not to mention the uniforms."I can't imagine this comes as a surprise to anyone who watches movies and television, but men have an easier time aging," said Martha Lauzen, a San Diego State University professor who heads the Center for the Study of Women in Television and Film.Lauzen annually monitors opportunities for women in front of and behind the camera. Among her findings for the 2010-11 season is women in primetime are invariably younger than male counterparts, with men accounting for nearly 70% of characters 50 and older on the major networks.This longstanding disparity becomes more conspicuous, though, when women are thrown into workplace settings or scenarios that, practically speaking, come with certain age expectations. The movie "The First Wives Club" memorably described the stages of an actress' career as "Babe, district attorney and 'Driving Miss Daisy.' " If the pattern still holds true, several of this fall's programs have conveniently skipped the years encompassed by college and law school, merging the first two categories.Think "Debbie Howser, M.D.""It's too bad for a whole lot of reasons," Lauzen said. "It compromises the fundamental integrity of these characters."There's little mystery why this is happening. Combine the imperative to reach younger demographics with the tendency of women to watch more episodic programming than men, and voila, every night is "girls" night.Lauzen also cites a notable shift in comedy from the day when strong female characters like "Roseanne" and "Murphy Brown" occupied center stage. Although shows featuring "girls" -- as in CBS' "2 Broke" and Fox's "New" -- are off to promising starts ratings-wise, Lauzen was taken aback seeing the eponymous star of NBC's "Whitney" donning a sexy nurse outfit in the premiere. The rule in sitcoms, she said, appears to be "Even if they're funny, they have to be funny and hot."To be fair, there are a number of age-appropriate women headlining series, and fretting about runway models playing cops and doctors is pretty well a lost cause -- sort of like complaining about all the gorgeous extras on "Entourage."Looks, however, aren't the problem. It's the near-absence of a time lapse between actresses playing characters who say "What do you mean I'm grounded?" and "Get him to the ER! We have to operate!" 'Cose dell'altro mondo'Immigration-themed movies include comedies 'Mozzarella Stories' and 'Cose dell'altro mondo.'ROME -- Roughly a century after millions of Italians exited their homeland in a mass exodus considered the largest migration in modern history, hardly a day goes by without headlines in local media about the plight of thousands of immigrants now pressing on Italy's borders.Many are fleeing political turmoil in North Africa and civil war in Libya. And hundreds have drowned at sea, in part as a result of the Silvio Berlusconi government's so-called push-back policy.Italy's filmmakers have responded to the explosive issue with a wave of films with immigration the central theme.Helmer Emanuele Crialese tackles this issue in "Terraferma," which won the special jury nod in Venice. Like his "Respiro," pic is set on a tiny island off the Sicilian coast where fishermen, abiding by the "law of the sea," opt to rescue African boat people and end up in hot water with the local coast guard."For me the response of the state is totally inadequate," Crialese said in Venice. "To let people die at sea is a sign of a great lack of civilization." Crialese cast a real Ethiopian refugee, identified only as Timnit T, to play the part of an illegally rescued pregnant woman, based on her real story. She now lives in Northern Europe. Sales company Elle Driver is in talks for Englishlanguage territories on "Terraferma," which segued from Venice to Toronto, where it was well received. Cattleya and RAI Cinema produced.Another Italian prize winner on the Lido was "La Bas. A Criminal Education," a gritty drama about the conflictual co-existence of African immigrants and the Camorra mob, which rules the Neapolitan hinterland.Helmed by first-timer Guido Lombardi, shot on location mostly in French and English, and starring plenty of non-pros, naturalistic drama scooped both the Venice Lion of the Future and the Lido's Critics' Week nod.Lombardi was inspired by a 2008 incident, known as the Castel Volturno massacre, in which the Camorra gunned down six African men in a racist turf war.Helmer says the pic stems from his discovery that outside Naples "there was a piece of Africa that was suffering." Co-produced by Neapolitan shingle Figli del Bronx, Eskimo and Minerva Pictures Group, pic will be released by Cinecitta Luce in Italy.In Italo auteur Ermanno Olmi's "The Cardboard Village," Michael Lonsdale ("Of Gods and Men") stars as a passionate priest who shelters African immigrants, even as his church becomes deconsecrated. Pic drew a mixed response at its Venice out-of-competition screening, although most were impressed by the strength of Olmi's spirit of Christian charity. ALMATY, KAZAKHSTAN -- Hollywood could soon have a new partner for international co-productions if Kazakhstan's state-owned film studio gets it way.Ambitious plans by the oil-and-gas-rich central Asian nation to bankroll movies could bring the biz to Almaty, its high-tech capital.Ermek Amanshaev, head of Almaty-based Kazakhfilm, is hoping state-of-the-art studios, fabulous locations and healthy financial perks will lure major Hollywood productions."We're now working with Chuck Russell on 'Arabian Nights' (he's) location scouting about 200 km from Almaty, where there is a medieval city set that was built a few years ago for Sergey Bodrov's 'Nomad.' There are also sandy hills and gullies at Altyn Emel that could be used in the movie," Amanshaev says.Details of Kazakhfilm's involvement in the $70 million project are still under discussion, but Amanshaev anticipated that the studio's share of the budget would be between 10% and 15% and expected a deal memo to be signed soon with U.S. producer Bill Johnson of Inferno Entertainment.Once that's done, set building can begin in November or December, with principal photo-graphy slated for May.Russell told the aud at the seventh Eurasia Film Festival last week that he welcomed Central Asian participation in Hollywood projects.Armanshaev's plans for luring foreign shoots to the country is part of a strategy blessed by Kazakhstan's powerful president Nursultan Nazarbayev.The presidential backing sparked a major investment program at Kazakhfilm and has helped spawn a resurgence in the domestic film industry.Last year 30 features were produced (23 of them with state support), a threefold increase since 2007. Box office was $50 million, of which domestic movies' share was $7 million.The Kazakh Film-Project Market on Sept. 22, organized by Russian producer Anna Katchko, featured eight local filmmakers pitching projects to international film industry experts, including Berlinale selector Ralf Schenk. The selected project will get Kazakh funding and support to help find in finding a co-production partner.Amanshaev has great expectations for both the local industry and the prospects of creating a Central Asian Hollywood. IFTA taps Hertzberg as chairman
The Independent Film & Television Alliance has tapped Paul Hertzberg, President and CEO of CineTel Films, as chairman for a two-year term, replacing Troma topper Lloyd Kaufman. The election was held Thursday as part of IFTA's Annual Members Meeting at the Beverly Hills Hotel and concurrently at the British Screen Advisory Council in London. Kaufman stepped down after two terms. Hertzberg ran unopposed.
